There is no definite answer, but generally speaking, if you lose your phone, your Coinbase Wallet will be lost as well. In order to regain access to your Wallet, you will need to contact Coinbase and request a new Wallet.
If you lose your phone and your Coinbase Wallet is on it, you can still use the Wallet to store your Bitcoin and Ethereum. You can also use the Wallet to access your deposited funds and to withdraw cash or sell assets.
